• <br />• <br />• <br />AGENDA ITEM 3 B <br />STAFF MEMBER Daniel Tesch, Director of Administration <br />DATE 15 December 2008 <br />SUBJECT 2009 Non -Union Salaries <br />VOTE REQUIRED 3/5 <br />BACKGROUND <br />Each year the council is asked to consider non -union salaries. Union employee salaries <br />are set when council approves contracts negotiated between staff and the unions. State <br />Statute requires the city maintain a pay program that maintains internal equity. We also <br />look at the external market to determine if we are maintaining our ability to attract and <br />maintain quality employees <br />This year city staff was directed to work with Springsted Inc. to audit certain human <br />resource function, one of which was the city's pay program. The results of the audit <br />indicated that the city maintained its internal equity to within 95% of its internal all <br />employee line. A review of the market determined that salaries for our positions were in <br />line with comparable communities. <br />Contracts already settled with our AFSCME group (clerical and technical) and Local 49 <br />(public works) for 2009 which call for a 3% annual adjustment. It is staff's <br />recommendation that this group also receive a 3% annual adjustment in order to maintain <br />our internal equity and our competitiveness in the market. <br />OPTIONS <br />1.
