<br />In prior years, it was the City's policy to recognize gas franchise fee revenue when received
<br />and not in the year earned. The City has amended this policy, which has resulted in both the 1993
<br />and 1994 gas franchise revenue being recorded in 1994.
<br />The decrease in licenses and permits is due to a planned reduction in new home starts in the
<br />City during 1994.
<br />State aids for the General Fund have consisted of the following amounts from 1989 through
<br />1994 actual and 1995 budgeted:
