MINNESOTA <br />STATE LEGISLATIVE ACTION <br />APPENDIX A <br />1991 <br />HF 1698 <br />Art. 2 <br />#25 The local government trust fund is authorized to make the following <br />payments to Counties, Cities, Towns and Special Taxing Districts: <br />Section 3 <br />1) HACA <br />2) Disparity Reduction Aid <br />3) Local Government Aid and Equalization Aid <br />4) Increased HACA Guarantees <br />5) Supplemental Homestead Property Tax Relief <br />6) Disparity Reduction Credit <br />7) 25% of the State Aid for County Human Services <br />8) Attach Machinery Aid, a fee for the Commissioner of Revenue to administer <br />the local option tax ($852,000 for 1992 and $660,000 for fiscal year 1993). <br />9) Other fees to the Commissioner of Finance and to the Advisory Commission <br />on inter - governmental relations. <br />If revenue is insufficient to pay each of the above amounts, the Commissioner of <br />Revenue is authorized to reduce the payments of the first four items (HACA and <br />LGA). <br />1991 <br />#24 Created the local government trust fund to be used exclusively to pay local <br />HF 1698 <br />governments for inter - governmental aid and to repay advances made by the <br />Art. 2 <br />State's general fund as may have been required to make all required payments as <br />Section 2 <br />provided by law. If revenues of the trust fund are insufficient to pay <br />commitments, all commitments to local governments will be proportionately <br />reduced unless other provisions have been made. If the estimated receipts of the <br />trust fund exceed estimated payments by $1 million or more the appropriation <br />from the trust fund to each inter - governmental aid program would be increased <br />proportionately unless there are specific provisions which prohibit such increase. <br />1991 <br />#23 Establish the advisory commission on inter - governmental relations with an <br />HF 1698 <br />initial membership of twenty through July 1, 1992. After July 1, 1992 the <br />Art. 2 <br />commission is reduced to fourteen members.
