The bond proceeds for this project are being held at First Trust and the <br />City must submit qualifying expenditures to First Trust for reimbursement. The project was <br />substantially complete as of December 31, 1992. We recommend this fund be closed in 1993 after <br />final costs have been paid in accordance with indenture of trust dated September 1, 1990. <br />
