If revenues of the trust fund are <br />insufficient to pay commitments, all commitments to local <br />governments will be proportionately reduced unless other <br />provisions have been made. If the estimated receipts of the <br />trust fund exceed estimated payments by $1 million or more <br />the appropriation from the trust fund to each inter - <br />governmental aid program would be increased <br />proportionately unless there are specific provisions which <br />prohibit such increase. <br />The creation of the <br />local government <br />trust fund will impact <br />the City of Lino <br />Lakes only if the <br />estimated revenues of <br />the fund fluctuate <br />significantly from <br />estimates. Revenue <br />shortfalls should be <br />budgeted to anticipate <br />cuts late in the <br />operating year. <br />Budget practices <br />should therefore be <br />amended to consider <br />a factor for possible <br />reductions based on <br />suppressed economic <br />conditions in any <br />given year. <br />1991 HF 1698 <br />Art. 2 Section 1 <br />#23 Establish the advisory commission on inter- <br />governmental relations with an initial membership of twenty <br />through July 1, 1992. After July 1, 1992 the commission is <br />reduced to fourteen members. The commissioners are to be <br />representative of the various geographic and governmental <br />jurisdictions of the State. <br />The commission is in <br />an "advisory" <br />position to the <br />legislature.
