The adjustments <br />represent amounts provided by Anoka County for abatements and other adjustments to the <br />delinquent balances. <br />State legislation requires local government aid cuts. Certain cities do not have adequate LGA to <br />allow for the statutory aid cuts. The State then reduces HACA which is a component of property <br />tax collections. This will reduce the property tax levy collection rate for such cities. This is a very <br />... poor bond rating indicator which has the potential to adversely impact all Minnesota cities. <br />The City also had delinquent tax increments in the amount of $61,240 at December 31, 1990. <br />
