The City uses the Parks and Playground Fund to collect ordinance restricted fees and donations from various groups. This fund collected $32,547 of park dedication fees in 1990. The fund balance of $188,932 at December 31, 1990 is available for expenditures by the City to fund capital outlay and maintenance of dedicated park lands. The City normally collects park dedication fees upon subdivision. The City has made exceptions for the Lino Air Park and Rice Lake Addition developments to allow for payment upon — development (as opposed to subdivision). The amount of these park dedication fees receivable was $5,060 for the past six years. We recommend that the City determine the collectability of these park dedication fees receivable. town lomv Capital Improvement Projects Fund The 1989B Certificates were issued to finance the acquisition of equipment for various departments of the City.
