City of Lino Lakes, Minnesota <br />Management Report, Page 51 <br />SUMMARY <br />During 1990, we recommend that the City: <br />• Continue the practice of minimal cash balances in the City's checking account. (Page <br />10) <br />• Consider requesting MSA receipts during periods in which the City does not have <br />qualifying MSA construction projects. (Page 11) <br />• Monitor the collection rate and provide supplemental financing if assessment collections <br />are not adequate to meet bonded debt payments. (Page 14) <br />• Consider alternate procedures relative to assessing City property. (Page 14) <br />• Request improved data from the County in regards to assessment collections. (Page 14) <br />• Review coordination procedures with the County to avoid underpayment of <br />assessments. (Page 15) <br />• Oppose the State's proposed method of targeting aid reductions to cities. (Page 20) <br />• Continue to monitor the reserve balance of the General Fund. (Page 22) <br />• Calculate the appropriate charge for the 1989 aerial maps and transfer such amounts in <br />1990. (Page 22) <br />• Continue efforts to monitor arbitrage compliance. (Page 36) <br />• Include a bond provision which allows tax increment collections to be receipted directly <br />to the Economic Development District #1 Capital Project Fund. (Page 36) <br />• Review procedures to assure timely certification of tax increment districts in accordance <br />with financial projections. (Page 38) <br />• Review the status of the various projects in the interim construction fund and determine <br />financing sources to eliminate the fund deficit. (Page 38) <br />• Review the 80th Street grant agreement for federal audit requirements. (Page 38) <br />
