City of Lino Lakes, Minnesota Management Report, Page 27 The CDBG allotments for 1982 to 1985 were appropriated for the Alexander House and the Senior Citizen Facility. Anoka County allocated additional CDBG amounts for the City in 1987 to subsidize sewer improvements of low cost housing. The terms of the allotment are such that the City has paid CDBG proceeds to Debt Service Funds of the City to retire outstanding assessments. The City has designated its allotment for the funding year 1988/1989 as follows: Alexander House $ 2,500 Senior Center Coordinator 5,150 Anoka County CDBG Fund Reserve 1,977 Economic Development 16,848 Lakes Addition #7 This fund was closed into the Closed Bond Fund during 1988. Baldwin Lake Mobile Home Court This project was financed by the $100,000 Improvement Bonds of 1983. The project consisted of installations of sewer service lines to the mobile home court. The project was completed and assessed in 1983. The fund is carrying a liability to MWCC for sewer availability charges of $24,403. We recommend that the City remit this money to MWCC in 1989. This project was complete at December 31, 1986. We recommend that this fund be closed in 1989 to the Improvement Bonds of 1983 Debt Service Fund. Council authorization is required to effect this closing. Reiling Road This project was financed by the Improvement Bonds of 1984. This project was substantially complete in 1985. Final payment to the contractor has been withheld pending settlement of a dispute with adjacent property owners. The fund deficit at December 31, 1988 was $2,834. We recommend that the City eliminate this deficit in 1989 through a City Council designated transfer.
