City of Lino Lakes, Minnesota <br />Management Report, Page 27 <br />The CDBG allotments for 1982 to 1985 were appropriated for the Alexander House and the <br />Senior Citizen Facility. Anoka County allocated additional CDBG amounts for the City in 1987 to <br />subsidize sewer improvements of low cost housing. The terms of the allotment are such that the <br />City has paid CDBG proceeds to Debt Service Funds of the City to retire outstanding assessments. <br />The City has designated its allotment for the funding year 1988/1989 as follows: <br />Alexander House $ 2,500 <br />Senior Center Coordinator 5,150 <br />Anoka County CDBG Fund Reserve 1,977 <br />Economic Development 16,848 <br />Lakes Addition #7 <br />This fund was closed into the Closed Bond Fund during 1988. <br />Baldwin Lake Mobile Home Court <br />This project was financed by the $100,000 Improvement Bonds of 1983. The project <br />consisted of installations of sewer service lines to the mobile home court. The project was <br />completed and assessed in 1983. The fund is carrying a liability to MWCC for sewer availability <br />charges of $24,403. We recommend that the City remit this money to MWCC in 1989. <br />This project was complete at December 31, 1986. We recommend that this fund be closed in <br />1989 to the Improvement Bonds of 1983 Debt Service Fund. Council authorization is required to <br />effect this closing. <br />Reiling Road <br />This project was financed by the Improvement Bonds of 1984. This project was substantially <br />complete in 1985. Final payment to the contractor has been withheld pending settlement of a <br />dispute with adjacent property owners. The fund deficit at December 31, 1988 was $2,834.
