City of Lino Lakes, Minnesota
Management Report, Page 16
* Cash flow timing differences.
Expenditures are incurred somewhat
evenly throughout the year. Property
taxes & State aids are not recceived
until the second half of the year. A
reserve of one -half of such revenues
is therefore recommended.
* Emergency or unanticipated
expenditures.Examples include natural
disasters, law suits, comparable worth
implementation and premature breakdown
of vital equipment.
* Capital outlay replacement.
Internal escrow for purchases which
may exceed amounts available in
any single budget cycle. This may
also be accomplished through tran-
sfers to dedicated replacement funds.
* Special City Council Projects.
Preliminary studies, interfund loans
and minor improvement projects are
examples of reserve uses.
The overall fund balance of
several years:
Year Ended
December 31,
1978
1979
1980
1981
1982
1983
1984
1985
1986
1987
the
* Intergovernmental revenue cutbacks.
The City is vulnerable to legislative actions at
both the Federal & State level. The recent
elimination of Revenue Sharing is one example.
Annual analysis of Local Government Aid &
Homestead Credit formulas is a constant threat.
General Fund has been as follows
Fund Balance (Deficit)
for the past
Increase
(Decrease) in
Designated Undesignated Undesignated
$ 11,464 $ 51,249
14,655 50,652 $ (597)
18,766 (19,730) (70,382)
19,876 30,109 49,839
46,466 13,355 (16,754)
51,084 80,032 66,677
116,770 126,153 46,121
77,624 350,675 224,522
83,714 455,666 104,991
52,593 589,799 134,133
