<br />The 1988 local government aid will reflect a zero increase over 1987. The 1989
<br />local government aid, however, is currently anticipated to reflect a 22.7% increase (or
<br />$55,160). The current LGA formula, however, is under a constitutional challenge by
<br />various metro cities. We recommend that the City closely monitor the effects of this
<br />lawsuit and incorporate flexibility into the 1989 budget.
