City of Lino Lakes, Minnesota
Management Report, Page 19
After the scheduled purchases of equipment are made in 1987, the remaining fund
balance should be closed to the 1985 Certificates of Indebtedness Debt Service Fund (or
be expended on qualifying equipment purchases).
Community Development Block Grant
The Community Development Block Grant (CDBG) Fund was established in 1982 to account
for the financial activity related to the projects to be funded by the CDBG program.
The City entered into an agreement with Anoka County to receive CDBG funds. The County
of Anoka, along with other governmental units, were awarded the Grant. The City of Lino
Lakes is considered to be a sub- grantee and must comply with the provisions of the grant
agreement. The City has determined the compliance procedures that are required to be
documented in City records. Proper documentation with the grant agreement has aided the
City in receiving the monies applied for in reimbursement of City expenditures.
The CDBG allotments for 1982 to 1985 were appropriated for the Alexander House
and the Senior Citizen Facility. Anoka County did not allocate additional CDBG amounts
for the City in 1986. This is consistent with the overall allotment plan. The City had
consumed all of Anoka County's CDBG allotment as follows:
Budget
Year
Original
Allotment
1982 $ 84,889
1983 39,179
1 983
(Supplemental) 12,434
1984 25,000
1985 66,098
1986 -0-
Totals
$ 227,600
Allocated to
Alexander
House
$ 10,000
3,000
$ 13,000
County
Reimbursements
$ 74,889
49,179
12,434
57,525
6,199
14,374
$ 214,600
County
Approved
Transfers
$ 10,000
35,525
(45,525)
$ -0-
The remaining fund balance of $1,713 will be used in 1987 to fund Senior Council
start up expenditures. The City anticipates $25,148 of CDBG allotment for the year
beginning June 1, 1987 for: 1) Administration - $1,250; 2) Senior Coordinator - $3,900;
and, 3) Assessment Subsidy - 2nd Avenue - $19,998.
