City of Lino Lakes, Minnesota <br />Management Report, Page 39 <br />Investment Transactions <br />The City maintains subsidiary listings of investment activity. These records are <br />reconciled to the accounting system. Certain investment purchases and sales were not <br />recorded on the subsidiary listing. We recommend that the City review investment <br />recording procedures to assure that all investment activity is recorded on a timely <br />basis. <br />Financial Accounting System <br />During 1985, the City purchased an in -house computer system. This system is <br />intended to provide the City with the following: <br />• Payroll system. <br />• Utility billing system. <br />• General ledger accounting. <br />• Word processing. <br />The utility billing system, payroll and word processing have been implemented. Our <br />review of this portion of the system indicated that it was functioning as intended. <br />The general ledger accounting system was not functional as of December 31, 1986. <br />The City is reviewing the general ledger package and had projected an implementation <br />date in 1987. We recommend that the City reconsider the viability of implementing <br />the general ledger package because MECC has eliminated support of the system. The <br />City does have computer spread sheet capabilities which would be useful in budgeting <br />and other applications. We recommend that the City consider using the existing hard- <br />ware for this purpose. However, we strongly recommend that all computer applications <br />be reviewed to determine if they should be continued without support. We are <br />available to assist the City in this area. <br />
