City of Lino Lakes, Minnesota <br />Management Report, Page 17 <br />Without an adequate General Fund reserve, the independence and autonomy of the City <br />may be impaired. The City of Lino Lakes has taken actions over the past year to improve <br />the financial position of its General Fund. We commend the City for these actions and <br />encourage the City to continue efforts in this area. An adequate reserve structure will <br />enable the City to retain its financial independence and integrity. <br />Special Revenue Funds <br />The financial statements of the Special Revenue Funds are presented in Statements 8 <br />and 9 of the 1984 Annual Financial Report. A special revenue fund is a classification <br />of funds to account for revenues segregated by City ordinance or Federal or State <br />Statutes for specific purposes. The City maintains the Federal Revenue Sharing Fund as <br />the only Special Revenue Fund of the City. The fund balance of the Federal Revenue <br />Sharing fund of $12,173 at December 31, 1984 consists of the fourth quarter allotment <br />receivable ($10,347) and accumulated interest earned over the past year. The City has <br />appropriated the 1985 entitlement for the Fire Department. <br />The rules and regulations of the Office of Revenue Sharing are considerable (and are <br />subject to frequent change). Certain requirements deal with publications of notices. <br />The City did meet all the publications requirements for 1984 with minor exceptions. <br />recommend that the City publish all required notices and monitor the notices to assure <br />compliance with Revenue Sharing regulations. <br />In 1983, the Revenue Sharing Regulations were amended to require recipients to <br />comply with the administrative requirements of the Revenue Sharing Handicapped regula- <br />tions which were previously deferred. The requirements which affect the City of Lino <br />Lakes are as follows: <br />Requirement <br />• Publish a statement that recipient does not <br />discriminate against handicapped persons. <br />• Conduct a self evaluation. <br />• Make necessary nonstructural changes to <br />achieve program accessibility. <br />• Prepare a transition plan where structural <br />changes are necessary and make such structural <br />changes within three years. <br />Deadline <br />January 17, 1984 <br />October 17, 1984 <br />October 17, 1984 <br />October 17, 1984 <br />
