TAUTGES, CPA <br />To the Honorable Mayor and <br />Members of the City Council <br />City of Lino Lakes, Minnesota <br />We have completed our examination of your 1983 Annual Financial Report and <br />have issued our audit report thereon. In conjunction with that examination, we <br />present this Management report on matters relating to the 1983 financial opera- <br />tions of the City. We offer this report as an additional analytical perspective <br />for both the City Council and City Administration in managing the financial <br />position and operations of the various accounts and funds of the City. We have <br />also included our recommendations for improvements or enhancements to the finan- <br />cial management system of the City. A summary of our recommendations is pre- <br />sented on the last page of the report. <br />FINANCING LOCAL GOVERNMENT IN THE 1980's <br />Over the past several years, we have analyzed trends in the financing of <br />local government in Minnesota and how these trends are changing. The changes <br />now taking place are substantial. The financing of Minnesota local government <br />in the 1980's will be substantially different from that of the 1970's. These <br />changes must be addressed by those charged with the responsibility for City <br />operations. <br />An update of our prior reports "Financing Local Government in the 80's" is <br />in process and will be completed pending the conclusion of the 1984 Legislature <br />Session of the State of Minnesota.
