City of Lino Lakes <br />Management Report, Page 23 <br />The City has earmarked $13,000 of the residual balance of this fund to be used to <br />finance a portion of the City Hall expansion. We recommend that the City Council take <br />formal action to close this fund and approve a transfer of the remaining balance to the <br />City Hall Expansion Fund which is accounting for the City Hall expansion project. <br />Community Development Block Grant <br />The Community Development Block Grant (CDBG) Fund was established in 1982 to account <br />for the financial activity related to the projects to be funded by the CDBG program. <br />The City entered into an agreement with Anoka County to receive CDBG funds. The County <br />of Anoka, along with other governmental units, were awarded the Grant. The City of Lino II <br />Lakes is considered to be a sub - grantee and will have to comply with the provisions of <br />the grant agreement. There are several instances of apparent non - compliance with Davis <br />Bacon Act provisions by contractors involved with the Senior Citizens construction. <br />This is one area of compliance involved with Federal CDBG programs. We recommend that <br />the City determine the compliance procedures that will be required and document in City II <br />records that they have complied.
