REARDON, CPA ROBERT G. TAUTGES, CPA We have completed our examination of your 1982 Annual Financial Report and have issued our audit report thereon. In conjunction with that examination and in accordance with our Agreement for Auditing /Accounting Services, we present this Management Report on matters relating to the 1982 financial operations of the City. We offer this report as an additional analytical perspective for both the City Council and City Administration in managing the financial position and operations of the various accounts and funds of the City. We have also included our recommendations for improvements or enhancements to the financial management system of the City. A summary of our recommendations is presented on the last page of the report. Financing Minnesota Local Government in the 80's (Update - April, 1983) The most significant events affecting the future financial management of the City of Lino Lakes and all Minnesota local government units continue to occur at the State level rather than at the local level. These events (collectively referred to as the State budget or cash -flow situation) have been affecting Minnesota local government units since August, 1980 and will continue to affect all Minnesota local government units until the State budget situation is effec- tively and conclusively resolved.
