City of Lino Lakes <br />Management Report, Page 31 <br />Capital Project Funds <br />The financial statements for the City's Capital Project Funds are presented in <br />Statements 12 and 13 of the 1982 Annual Financial Report. A Capital Project Fund is a <br />classification of funds to account for receipts and disbursement of monies used for <br />acquisition and construction of capital facilities other than those financed by special <br />assessment funds. The fund balance of <br />$103,349 at December 31, 1982 is available for expenditures by the City to fund capital <br />outlay and maintenance of dedicated park lands. <br />During 1982, the City received park dedication fees of $3,720, interest of $9,564 <br />and donations from various City groups of $4,600. <br />The City normally collects park dedication fees upon sub - division. The City has <br />made exceptions for several developers to allow for payment upon development (as opposed <br />to subdivision). The amount of these park dedication fees receivable was $12,306 at <br />December 31, 1982. <br />The City uses the Parks and Playgrounds Fund to collect both ordinance restricted <br />fees and donations from various groups. The fees collected under the ordinance have <br />restricted uses and must be used accordingly. The donations from various groups have <br />designated uses and should be expended accordingly. The City is considering the <br />establishment of a separate Special Revenue Fund to account for donations from various <br />groups to provide better data as to the disposition of these separate monies. <br />
