Staff has taken <br />some photos to show what some of the discussed density could look like. Also, staff will discuss <br />the Metropolitan Council minimum requirements and affordable housing criteria across all land <br />use types. <br />The council reviewed new maps (utility staging and planned residential land by utility staging) <br />based on a five -year staging plan provided by Ms. Schlichting. She mentioned that wetlands <br />were taken out of the calculations. Staff also took off the non - residential areas so the council <br />could zone in (mixed use is included because it does include residential). Looking at text <br />modifications, a policy is added indicating a ten year staging plan with a five -year phasing plan. <br />It was confirmed that the council could be selective (one approved development doesn't open up <br />a whole area). The council discussed the number of lots that were already platted but not <br />developed. <br />Regarding density, Ms. Schlichting explained that the new information provided indicates <br />calculations of 2030 new growth only. They applied the minimum and the maximum. Gross, <br />density includes wetlands while net density takes them out. Using the average, the net density is <br />4.2 and gross is 5.2. The advisory panel didn't want to limit the high end of density (used 15 for <br />this exercise). <br />The council reviewed photos of some products in the medium to high density range in other <br />cities (as well as the Legacy at Woods Edge proposal for Lino Lakes); they are all townhome <br />proj ects. <br />-31- <br />
