• <br />• <br />• <br />WS — Item 6 <br />WORK SESSION STAFF REPORT <br />Work Session Item 6 <br />Date: February 2, 2009 <br />To: City Council <br />From: Gordon Heitke <br />Re: Policy for Community Information Sign <br />Background <br />The community information sign, donated by the Lions Club, has been installed and <br />completion work continues. The sign is considered city property and will be maintained <br />by city funds. For these reasons, the use of the sign needs to be for a public purpose and <br />the City needs to have control of the contents of the programmed electronic messages. <br />Staff is beginning the process of preparing a policy for the use of the sign and contents of <br />messages. If the sign becomes operational prior to the approval of the policy, staff is <br />suggesting that messages be limited to City of Lino Lakes meetings and activities during <br />that period. <br />Requested Council Direction <br />Staff is seeking any input that the Council may wish to provide to be incorporated into <br />the draft policy. During initial discussions with the Lions Club, it was recognized by <br />them that there could be no advertising of businesses or products. Staff envisions a <br />policy that allows for the announcements of government agency and local civic <br />organization meetings and events. Staff does not envision the sign being used for <br />personal messages, political messages and advertising fund raising activities for private <br />or religious groups or purposes. Staff does envision applying standards similar to those <br />used for messages on Channel 16 and reserving our right to edit or refuse content. <br />1 <br />
