to get involved in these discussions, so watch for opportunities on the city's website and in <br />the local papers. <br />Trail connections are important to Lino Lakes residents, and in 2008, funding was received to <br />begin the first phase of the Rice Creek North Regional Trail in Lino Lakes. This section will <br />begin at the YMCA and go through the park reserve to Rice Lake Elementary. It should be <br />completed by May 2010. Our public services department has continued to expand on our city- <br />wide system by completing the Pheasant Hills boardwalk and trail project to Sherman Lake <br />Road. <br />As costs for providing services rise, we must get more creative with how to pay for them. <br />Last year, the city council established a new water conservation rate schedule to provide <br />financial incentives to homeowners who conserve our limited and valuable water resources. <br />This helps to reduce the expansion of pipes, wells and water storage. We also offer programs, <br />such as free rain sensors for home irrigation systems, and workshops that educate our <br />residents on best practices for water conservation. <br />One unresolved issue that the city council, the Lino Lakes Charter Commission, and city <br />residents must continue to explore, is an amendment to the city charter regarding construction <br />of public improvements. A petition from residents to change the charter was placed on the <br />ballot in November, but did not pass. I am confident that together we can find a solution that <br />allows for basic necessary improvements like reconstruction of deteriorated streets while <br />protecting the rights of our citizens. <br />Our reputation for public safety continues to be a high priority in Lino Lakes. According to <br />current statistics, Lino Lakes continues to have the lowest crime in Anoka County. That can <br />be attributed to our police /community partnerships, dedicated volunteers and public <br />education. Our volunteers donated more than 7,600 hours in 2008. Through a police <br />department reorganization, our police teams are more effectively using our community <br />oriented philosophies. The city again received national recognition for its outstanding <br />3 <br />
