• <br />• <br />DRAFT <br />1 CITY OF LINO LAKES <br />2 SPECIAL WORK SESSION MINUTES <br />3 <br />4 DATE : February 18, 2009 <br />5 TIME STARTED : 5:33 p.m. <br />6 TIME ENDED : 6:00 p.m. <br />7 MEMBERS PRESENT : Council Members Stoltz, Gallup, <br />8 O'Donnell, Reinert and Mayor Bergeson <br />9 MEMBERS ABSENT : none <br />10 <br />11 <br />12 Staff members present: Director of Administration, Dan Tesch; Director of Public Safety, <br />13 Dave Pecchia; City Clerk, Julie Bartell <br />14 <br />15 The council rescheduled the pre - council work session on February 23, 2009 to begin at <br />16 6:00 rather than 5:30 p.m. <br />17 <br />18 CITY ADMINISTRATOR SEARCH PROCESS <br />19 <br />20 Administration Director Tesch provided the council with written information used for the <br />21 last administrator hiring process (timeline, position description and qualifications, etc.). <br />22 If the council would like to go forward with a search using a similar process, staff will <br />23 proceed to update the information and contact the professional search agent used for that <br />24 process. Another option is to issue a request for proposals. An average process would be <br />25 in the range of five to six months. The council members have begun to receive some <br />26 inquiries from interested candidates so Director Tesch reminded the council members that <br />27 any hiring process must respect the private legal nature of some of the information. <br />28 <br />29 The council suggested that they would like to keep all options on the table including a <br />30 delay in hiring for the position, especially as the city considers strategies for facing <br />31 budget difficulties. <br />32 <br />33 The council will have an informational session with the hiring consultant. Staff directed <br />34 to continue internal groundwork for a hiring process. <br />35 <br />36 STRATEGIC PLANNING PROCESS <br />37 <br />38 Administration Director Tesch noted that the council is planning to conduct strategic <br />39 planning sessions to prepare for current and upcoming financial decision making. Staff <br />40 has been seeking professionals that could facilitate such sessions but is not yet prepared <br />41 to make a recommendation. He is working with Finance Director Rolek as well as the <br />42 League of Minnesota Cities to develop a list. <br />43 <br />44 A council member pointed out that the budget situation is pressing so this process should <br />45 be a priority. <br />
