STAFF RECOMMENDATION <br />Comprehensive Plan Amendment <br />The city is in the middle of a very thorough review and update of the <br />Comprehensive Plan. At this point the draft update guides this site and <br />some of the surrounding area as Commercial. The information that has <br />been submitted, this staff report, and the input of residents might trigger a <br />closer review of this area, but because of the timing of this request staff <br />recommends denial of the Comprehensive Plan Amendment. <br />Rezoning <br />This site is adjacent to single family residential dwellings and the existing <br />use is already causing compatibility issues with the neighborhood. <br />Allowing intensification by way of the permitted and conditional uses <br />allowed in the General Business district will potentially make the situation <br />worse. Upon adoption of the 2030 Comprehensive Plan, the city will <br />need to review the zoning ordinance and map to ensure compatibility with <br />the updated plan. Until that time, staff recommends denial of the <br />request to rezone the property at this time. <br />Conditional Use Permit <br />As the proposed Conditional Use would increase the non - conformity of <br />this property and the incompatibly with the surrounding area, staff <br />recommends denial of the Conditional Use Permit for an outdoor sales <br />lot. <br />Per the Administration section of the zoning ordinance, if the City Council <br />denies these' requests, a period of 12 months must pass before the same <br />requests can be submitted. <br />ATTACHMENTS <br />1.
