The legislature of the State of Minnesota has, in M.S. Chapter <br />4-04 §§ 103F.101 — 103E165, as it may be amended from time to time, delegated the <br />responsibility to local government units to adopt regulations designed to minimize flood losses. <br />Therefore, the City Council of Lino Lakes, Minnesota does ordain as follows. <br />(2) Findings of fact. <br />(a) The flood hazard areas of the City of Lino Lakes, Minnesota are subject to the <br />periodic inundation which results in potential loss of life, loss of property, health and safety <br />hazards, disruption of commerce and governmental services, extraordinary public expenditures <br />or flood protection and relief, and impairment of the tax base, all of which adversely affect the <br />public health, safety, and general welfare. <br />(b) The city local water management plan (LWMP) is a comprehensive planning tool <br />that specifically identifies goals and policies for water management. Standards for flood control, <br />erosion and sediment control, water quality enhancement, and the preservation of natural <br />features have been identified. The plan also includes flood plain delineation, necessary <br />freeboard requirements and recommended building elevations. This chapter is based upon the <br />recommendations of the LWMP, which is hereby adopted into this chapter by reference and <br />incorporated in its entirety, including all amendments. <br />(c) Methods used to analyze flood hazards. This chapter is based upon a reasonable <br />method of analyzing flood hazards which is consistent with the standards established by the <br />Minnesota Department of Natural Resources. <br />35 <br />
