Goal 5 of the city's Housing Plan (Ch. 4 Pg. 2) gives directives from the Vision 2030 Committee and <br />the Comprehensive Plan Advisory Panel that sets the minimum standards by saying: <br />Goal 5: Improve availability of affordable and life -cycle housing <br />Rationale: Lino Lakes, as a developing city, is expected to accommodate the projected <br />housing needs, entry level through retirement, of the community's population. <br />Policies: <br />1. Work with developers to identify innovative strategies for providing entry -level and <br />life cycle housing. <br />2. Use redevelopment tools to revitalize aging residential properties, made possible <br />by various federal, state, local government, and non-profit programs. <br />3. Provide expanded opportunities for housing ownership made available by various <br />federal, state, local government and non-profit agencies. <br />4. Provide for and designate appropriate areas for high - density and mixed -use <br />development. <br />5. Strive to integrate affordable housing in all residential districts. (This was added <br />after joint council /CPAP meeting) <br />The Affordable Housing section in the draft Comp Plan's Housing Plan takes further steps beyond <br />removing impediments to affordable housing by identifying innovative strategies, expanding <br />opportunities and providing appropriate areas for high density and mixed use development. The <br />Affordable Housing section (Ch. 4, Pg. 17) states: <br />"To provide opportunities for affordable housing in the community, the City is taking the <br />appropriate regulatory measures within the Comprehensive Plan by guiding areas for <br />higher density housing and including policies to promote affordable housing in the <br />community. These regulatory measures represent one of the City's most effective tools to <br />encourage development of affordable housing. To meet affordable housing goals, the City <br />has planned for potential new growth with a variety of residential land use types and <br />densities to promote the development of life -cycle and affordable housing across the <br />city." <br />Comprehensive Plan Housing Implementation Strategies and Recommendations <br />There is currently nothing within any land use district —other than zoning requirements which add to the <br />cost of development —that prevents affordable housing from being built in Lino Lakes. Short of <br />mandating affordable housing, the Affordable Housing Plan removes as many impediments as is <br />realistically possible. <br />The Housing Plan lists the implementation strategies that can be used: (Ch. 4, Pgs. 18 -19) <br />To ensure housing development is compatible with existing and adjacent land uses and <br />provides accessibility to key community features and natural amenities (Goal 3), the City will: <br />2 <br />• <br />• <br />• <br />
