COUNCIL MINUTES Apri113, 2009 <br />DRAFT <br />46 FINANCE DEPARTMENT REPORT, AL ROLEK <br />47 <br />48 There was no report from the Finance Department. <br />49 <br />50 ADMINISTRATION DEPARTMENT REPORT, DAN TESCH <br />51 <br />52 A) Second Reading of Ordinance No. 03 -09, amending the 2009 Fee Schedule to: 1) <br />53 increase the fee for a burning permit; and 2) provide for pro rata fee for rental licensing, <br />54 Julie Bartell Reading and roll call required <br />55 <br />56 City Clerk Bartell reported that staff is recommending two changes to the city's current fee <br />57 schedule: <br />58 Burning Permit fee. The Centennial Fire District issues opening burning permits in <br />59 accordance with the state fire code. An increase from $30 to $50 would bring this fee in line <br />60 with the fee charged by the other two cities in the fire district; <br />61 Rental Licensing fee adjustment. The city instituted a rental housing licensing program <br />62 in 2007. The annual license fee was set at $50. Staff would like to reduce that fee by 50% for <br />63 licenses issued for less than six months. <br />64 City fees must be changed by ordinance. The first reading of Ordn No. 03 -09 was approved on <br />65 March 23 and staff is now requesting second reacting and adoption of this ordinance. <br />66 <br />67 Council Member Reinert moved to dispense with full reading of the ordinance Council Member <br />68 Stoltz seconded the motion. Motion carried on a voice vote. <br />69 <br />70 Council Member O'Donnell moved to approve the second reading and adoption of Ordinance <br />71 No. 03 -09 as presented. Council Member Gallup seconded the motion. A roll call vote was <br />72 taken. Consideration of Resolution No. 09 -20, Approving Cost -Share in Reshanau Lake Water <br />84 Quality Efforts <br />85 <br />86 Community Development Director Grochala reported that Reshanau Lake property owners and <br />87 the Rice Creek Watershed District have worked together over the past three years and are getting <br />88 good results in implementing a water quality plan. The city owns property adjacent to the lake <br />89 and staff is proposing that city surface water management funds in the amount of $1,600 be <br />90 contributed to a curlyleaf pondweed treatment program for the lake.
