He has provided information to city <br />employees through e-mail. <br />REVIEW REGULAR AGENDA ITEMS <br />Item 6A (Comprehensive Plan submittal to the Metropolitan Council) — Senior Planner <br />Smyser reviewed the written report, noting that the Planning and Zoning Board did hold a <br />second public hearing on the Plan and voted to recommend approval with some revisions <br />outlined in the report. Comments received from other jurisdictions are included in the <br />report and Mr. Smyser suggested there is very little in the way of substantive changes and <br />staff has responded as appropriate. The council has had much discussion about the Plan <br />and has recommended several important revisions since the Plan draft was reviewed in <br />November. There have been five landowner requests since September to revise the future <br />land use map and utility staging map. Staffhas analyzed all five requests and is including <br />recommendations in the report. The next step in the process is approval by the city <br />council to submit the Plan to the Metropolitan Council; the deadline for submission is <br />May 29. After review by the Metropolitan Council, the city council will be asked to <br />adopt a final Plan. <br />When staff was asked to comment on the 32% affordable housing component of the Plan, <br />Mr. Smyser explained that the Plan does identify the number of affordable housing units <br />assigned by the Metropolitan Council as a goal but reminded the council that the number <br />is not a mandate. Enough land has been identified in the Plan to accommodate that <br />number. <br />There were no changes to the regular council agenda. <br />
