WS — Item 1 <br />WORK SESSION STAFF REPORT <br />Work Session Item 1 <br />Date: Council Work Session, June 3, 2009 <br />To: City Council <br />From: Michael Grochala <br />Re: Comprehensive Plan Discussion <br />Background <br />At the May 11, 2009 the City Council tabled consideration of the draft Comprehensive <br />Plan pending further discussion at a City Council work session. Items for discussion at <br />the June 3, 2009 meeting include: <br />1. Modification of plan to reflect Metropolitan Council 2030 System Statement <br />Forecasts. <br />2. Consideration of Land Use Plan change requests from Teresa Weinkauf (797 <br />Main Street) and Jeff Joyer (Waldoch Farm Garden Center) <br />3. Ordinance to restrict or control growth of affordable housing. <br />Modifications of Forecasts <br />As previously discussed the council is considering modifying the household forecasts to <br />reflect those contained within the Metropolitan Council system statement, as amended by <br />the City Council, through the Hardwood Creek Comprehensive Plan Amendment in <br />2006. The modification to the Comprehensive Plan forecasts would result in the <br />reduction of the cumulative 2030 household forecast by a total of 2,000 units. With this <br />change the City's affordable housing goal would also be reduced to 560 units. <br />The proposed change would require additional text modifications and remodeling of the <br />City's sanitary sewer system and traffic system projections. <br />No change to the Land Use Plan is required. However, the land area guided for <br />residential development will exceed the area necessary to accommodate the forecasted <br />household growth. Staff would recommend the addition of text to address this issue by <br />acknowledging that not all land will develop due to various circumstances. <br />Ciara Schlichting, Bonestroo, will be present to provide an overview of this issue. <br />1 <br />
