This is <br />calculated in detail towards the bottom of Proposal #2. <br />Lastly, it is important to be clear that you are not, "paying for a meter failure" (last <br />sentence in your letter). You are being charged for the estimated water consumed from <br />March 1, 2008 - May 31, 2009, when the meter failed to register any consumption. <br />I would also like to address your remarks about the flood plain issues on your property. <br />Portions of the Clearwater Creek Development were identified as flood plain in the <br />Federal Emergency Management Agency (FEMA) maps of Lino Lakes. Only FEMA can <br />change these maps. The City Engineer worked extensively with the developer, the <br />developer's engineer, and FEMA to generate the required data to prove that homes in <br />the development were not located in the flood plain. This was a difficult and time <br />consuming process due to FEMA's procedural requirements.
