STAFF ORIGINATOR: <br />CITY COUNCIL <br />MEETING DATE: <br />TOPIC: <br />AGENDA ITEM 1 <br />Michael Grochala <br />July 6, 2007 <br />Consideration of Resolution No. 09 -43 <br />Accepting Feasibility Report on Improvements, <br />and Calling for Hearing on Improvements <br />135E /CSAH 14 Interchange <br />ACTION REQUIRED: Simple Majority <br />BACKGROUND <br />The City Council authorized preparation of a Feasibility Study for the I -35E /CSAH 14 <br />Interchange Improvements on April 27, 2009. SRF Consulting Group, the City's <br />consulting engineer, has completed the report and will be presenting its findings at the <br />council meeting (Feasibility Study will be distributed at meeting). <br />The interchange has experienced significant congestion problems for the past several <br />years, specifically at the freeway ramps during a.m. and p.m. peak hours. The <br />proposed project includes the reconstruction of the interchange between 21st Avenue <br />and Otter Lake Road by bridge replacement and widening, roadway replacement and <br />widening, reconstruction of existing freeway ramps and construction of new ramps, <br />installation of traffic control signals, improvement to local road connections and <br />construction of pedestrian /bicycle facilities. <br />The estimated cost of the improvement is approximately $23 million including land <br />acquisition, engineering, and construction. Approximately $5.5 million is proposed to <br />be assessed to benefiting property owners. The City has held two meetings with <br />affected property owners over the last month to discuss the project. <br />Staff is recommending approval of Resolution No. 09 -43 which accepts the feasibility <br />study and calls for a hearing on improvements. The hearing will be scheduled for July <br />27, 2009. In accordance with Minnesota Statutes and the City Charter notice of the <br />hearing will be published in the official newspaper and mailed notice will be sent to all <br />affected property owners. <br />No further action is required at this time. <br />ATTACHMENTS <br />1.
