V. Right of Way, Easements, and Permits <br />The proposed project will require right of way from several properties adjacent to <br />the interchange. All four quadrants are zoned for commercial development. <br />The northwest, northeast and southeast quadrants are currently being used for <br />agriculture while the southwest quadrant is experiencing urban development. <br />This project will require only partial acquisitions from parcels adjacent to the <br />interchange. No full takings or building structure acquisitions are required for the <br />project. <br />Some temporary easements for construction will be needed from adjacent <br />properties. See Figure 4. <br />The following license and permits will be required: <br />• Minnesota Pollution Control Agency (MPCA) for sanitary sewer extension <br />• Minnesota Department of Health (MDH) for water main extension <br />• Minnesota Pollution Control Agency Storm Water Permit (NPDES) (to be <br />obtained by the developer for site grading) <br />• Rice Creek Watershed for the Watershed Permit and Wetland Permit <br />VI. Affected Properties <br />The properties affected by the proposed improvements and requiring notification <br />of public hearing are those properties that are being assessed as a result of the <br />project (see Figure 5 and Table 1). <br />For purposes of public hearing advertisements, the total project cost being <br />assessed is $5,506,415.00; while the total project cost is $23,025,000. <br />VII. Assessments <br />It is proposed to assess a portion of the total cost of SP 02- 614 -28 to the <br />benefiting parcels on an area basis. Each parcel in the immediate vicinity <br />benefiting from the proposed interchange improvements is assumed to be one <br />assessment unit.
