Minn. Stat. section 410.07, which provides <br />authority for the commission, is written quite broadly. It allows the commission to "prescribe <br />methods of procedure in respect to the operation of the government..." which would encompass the <br />amendment currently under consideration. <br />As I said last night, however, I would have written the amendment a little differently. Its up <br />to the Council if it wants to suggest that the Commission withdraw it and modify it before <br />resubmission. <br />Joe <br />Joseph J.
