WS — Item 5 <br />WORK SESSION STAFF REPORT <br />Work Session Item 5 <br />Date: September 8, 2009 <br />To: City Council <br />From: Mary Divine <br />Re: Conversion of Country Inn & Suites to Assisted Living <br />Background <br />Staff has been approached by developers regarding the conversion of the Country Inn & <br />Suites into a combined assisted living and memory care facility. Attached is a letter from <br />Mr. Michael Schoenecker of Winkelman Building outlining the proposal. <br />The Legacy at Woods Edge development was a Planned Unit Development designed as <br />an integrated mixed -use development area. The mix of uses and the design of the site <br />were carefully planned to meet goals of the city for certain types of housing, commercial <br />and civic uses. In addition, the city is heavily invested in the area in many ways. The city <br />and the developer entered into a development agreement that spelled out the quantity and <br />types of housing allowed, with limited flexibility built in. <br />Below is an outline of items that will need to be addressed if the council woul d want to <br />consider this change in use. <br />Land Use <br />1. On the Land Use Plan for Legacy at Woods Edge in the Lino Lakes Town Center <br />Design and Development Guide, the hotel site is within the Commercial District. <br />Assisted living is not listed as an allowable use within the Commercial District. <br />2. The potential impact on adjacent commercial parcels will have to be considered if the <br />hotel is changed to assisted living. <br />1 <br />
