• <br />• <br />STAFF ORIGINATOR: <br />CITY COUNCIL <br />MEETING DATE: <br />TOPIC: <br />ACTION REQUIRED: <br />BACKGROUND <br />AGENDA ITEM 6C(ii) <br />Michael Grochala <br />November 23, 2009 <br />Consideration of Resolution No. 09 -103 <br />Authorizing Report on Improvements, 21st <br />Avenue Realignment <br />4/5 <br />In October the City entered into a Joint Powers Agreement with Anoka County for the <br />reconstruction of the I- 35E/CSAH 14 (Main Street) Interchange. The interchange <br />project includes modification of the existing local street access with 21st Avenue. As <br />currently constructed, the CSAH 14/21st Avenue intersection provides limited access to <br />properties north and south of CSAH 14. Commonly referred to as a % access, traffic <br />movements to and from 21st Avenue are limited to right -in, right -out, and left -in only <br />movements. <br />During the interchange design process, following discussion with neighboring <br />properties, Anoka County, and Mn /DOT, an alternative access plan was proposed for <br />properties Tying north and south of CSAH 14. Under the proposed interchange plans, <br />access to properties Tying north of CSAH 14 will be provided by a full movement, <br />signalized intersection at the current 21st Avenue location. Movement to properties <br />Tying south of CSAH 14 will be limited to right -in only at this location. Full access to <br />properties Tying south of CSAH 14 will be provided by a new signalized intersection, <br />located easterly of 21st Avenue in conjunction with the freeway ramps. This new <br />intersection will require the construction of a new local roadway (21st Avenue <br />realignment) to connect to the existing street and service existing /future development. <br />City staff has discussed these improvements with the property owner and developer <br />who are supportive of the proposed improvements. It is anticipated that the <br />improvements will be constructed and assessed to the properties Tying south of the <br />CSAH 14. Construction is expected to happen concurrently with the interchange <br />improvements. <br />To initiate the design of the roadway system staff is requesting council authorization to <br />order the report on improvement (feasibility study). TKDA, the City's engineer, has <br />proposed to complete the study for the amount of $16,300. The study is proposed to be <br />initially funded by State Aid dollars previously designated for the City's share of the <br />interchange design and planning.
