City Code Update Project <br />96 i. Public hearing and first reading of Ordinance No. 10 -09, amending, <br />97 restating, revising, updating, codifying, and compiling certain ordinances <br />98 of the city dealing with the subjects embraced in the Code of Ordinances <br />99 <br />100 City Clerk Bartell reported that the Lino Lakes City Code establishes the laws, rules and <br />101 policies under which the city operates. Although there have been amendments approved by the <br />102 council and state law changes impacting city regulations, this document has not been updated <br />103 since 1993. Therefore staff engaged in a project to have the code reprinted to include updated <br />104 language and all ordinance amendments since 1993. The process has involved an external <br />105 legal review of the code as well as an internal process that included input from department <br />106 directors and several city council work session reviews. Changes have been incorporated and <br />107 the code has been reprinted. If the code is approved, it will also be made available on -line. <br />108 <br />109 The public hearing was opened. <br />110 <br />111 There being no one present wishing to speak on this item, the public hearing was closed at 6:50 <br />ID112 p.m. <br />113 <br />114 Council Member Reinert moved to dispense with full reading of the ordinance Council <br />115 Member O'Donnell seconded the motion. Motion carried. <br />116 <br />117 Council Member Reinert moved to approve the first reading of Ordinance No. 10 -09 as <br />118 presented. Council Member Gallup seconded the motion. Motion carried. <br />• <br />119 ii. First reading of Ordinance No. 09 -09, establishing the 2010 City Fee <br />120 Schedule (Appendix A to the City Code) <br />121 City Clerk Bartell explained that Item 3Aii is the city fee schedule. The city charges certain fees <br />122 for services and those fees are consolidated into one schedule to be reviewed and adopted on an <br />123 annual basis. The fee schedule is then included as Appendix A to the code. The fee schedule <br />124 presented has been reviewed and updated for 2010 by department directors. By and large, the <br />125 recommended changes are non - substantive and corrective in nature, for example removing <br />126 duplications, adding sales tax where appropriate, or removing services that are no longer <br />127 provided. <br />128 Council Member O'Donnell moved to approve the first reading of Ordinance No. 09 -09 as <br />129 presented.
