• <br />• <br />STAFF ORIGINATOR: <br />MEETING DATE: <br />TOPIC: <br />AGENDA ITEM 3B <br />Daniel Tesch, Director of Administration <br />14 December 2009 <br />Memorandum of Understanding with: <br />AFSCME <br />Local 49 <br />LELS Sgts <br />LELS Officers <br />VOTE REQUIRED: 3/5 <br />BACKGROUND <br />Due to budget considerations, staff was directed to meet with our unions to negotiate <br />and /or renegotiate contracts. For contracts expiring 31 December 2009 (AFSCME and <br />Local 49) we have tentative agreements with Memorandums of Understanding which <br />extend the life of their current contracts with no cost of living increases for 2010. We <br />have also negotiated two week furloughs with these groups for 2010. Directors and <br />nonunion employees will also be taking 3 week and 2 week furloughs respectfully. <br />Our police and sergeant unions have agreed to open their settled agreements, and <br />enter into a Memorandum of Understanding and forgo their 3% increase scheduled for <br />1/1/10 to the last pay period of the year. <br />In consideration of employee concessions towards 2010 budget relief, the unions have <br />included a clause that no additional layoffs take place in 2010. Everyone realizes that <br />uncertainties loom for 2011. <br />Local 49 will be voting on the MOU on Monday, and we are still working out some <br />details of the agreements. We hope to have signed agreements by our December 28 <br />council meeting. <br />I appreciate the cooperation shown by our employees and their union representatives. <br />RECOMMENDATION <br />This is information for our meeting on the 28th <br />ATTACHMENTS <br />
