• <br />Highland Meadows West 3rd Addition <br />March 14, 2001 <br />page 2 <br />Transportation: Conditions of approval for previous stages included the requirement that <br />access to Main St. must be resolved before this area could be developed. With the construction <br />of Bluebill Ponds and Arlo Lane, the access to Main St. will be the new Wood Duck Trail south <br />of Main St. Marilyn Drive and 79th St. provide access to Lake Drive. <br />Arlo Lane in this development will meet the Arlo Lane portion in Bluebill Ponds. This will <br />require losing a piece of Highland Meadows Park. This loss of land must be replaced somehow. <br />This is discussed below under parks and trails. <br />Utilities: Utility service will need to be determined. <br />Development of Adjacent Land: There is property on the southeast corner of this site that is <br />owned by another party. If that land owner wishes to develop the property, some access will be <br />necessary. Staff will communicate to the developer that he should contact that landowner and <br />discuss this issue. <br />Parks and Trails: The Park Board discussed the plan on March 5. This must be replaced. <br />They recommend that Outlot B and Lot 1 Block 4 be dedicated for park. The Judds, who live <br />immediately to the east of Lot 1, have expressed interest in acquiring part of the parcel. <br />In addition, the existing Highland Meadows Park will lose some land to the new Arlo Lane, <br />which must be replaced. <br />A trail connection must be provided to Main St. <br />Typically, parkland is labeled on a final plat and dedicated to the City at the time of recording <br />the plat. TSM Development preferred to label the park as outlot and deed it to the City. We <br />agreed with this for the Highland Meadows West (first addition) plat. However, the park lands <br />have not been deeded to the City. This must be done before further development occurs. <br />Natural Features: There is a historic oak savannah on the west side of the property. There <br />may be some small pocket wetlands on the site. There has not been a delineation prepared. <br />Other Issues: There are several issues relating to the first two stages that will need to be <br />addressed before the 3`d Addn. can proceed. These include the association document for the <br />townhomes to the south; deeding several outlots to adjacent properties, and documentation <br />relating to the trail through the utilities easement. In addition, the parkland has not yet been <br />deeded to the City. These issues are being discussed with the developer. <br />RECOMMENDATION <br />Discuss the concept plan and give direction to staff for further refining of the plan. <br />
