Mini - storage has <br />the same characteristics as other types of warehousing. Our research indicates <br />that industrially -zoned land is most suitable for mini - storage. Land that is zoned <br />for commercial uses is a possibility, but this land would be better suited for higher <br />value uses. Mini - storage is not usually allowed in agricultural or rural residential <br />zoning districts. The rationale behind this is as follows: 1. The purpose of the <br />rural districts is to preserve agricultural land and provide some residential use at <br />rural densities. Mini - storage is not consistent with that purpose. 2. The rural <br />districts cover a very large geographic area. Therefore, allowing mini - storage in <br />rural districts would have a far - reaching impact on the City and contains the <br />potential for many land use conflicts. 3. If mini - storage is built, it could interfere <br />with future land use planning in areas that are not specifically earmarked for <br />commercial or industrial growth. <br />In light of the previous discussion, it would appear that mini - storage is most <br />suitable in industrials districts and potentially the R -BR district. In Lino Lakes, the <br />R -BR, Rural- Business Reserve District, is a district that could potentially contain <br />mini - storage as an interim use until the land is rezoned, or the mini - storage could <br />remain if the land was rezoned to an industrial district. A disadvantage of <br />allowing mini - storage in the R -BR District is the possibility that it could hinder the <br />extension of utilities in the future. <br />
