• <br />AGENDA ITEM 5E <br />STAFF ORIGINATOR: <br />P & Z MEETING DATE: <br />TOPIC: <br />BACKGROUND <br />Jason Lindahl /Alan Brixius <br />May 9, 2001 <br />Rezoning <br />Community National Bank <br />7651 Lake Drive <br />The applicant, Community National Bank, is requesting rezoning of the property located <br />at 7651 Lake Drive from NB, Neighborhood Business District to GB, General Business <br />District. The subject property is located directly north of the existing bank and the <br />rezoning will allow the bank to expand its existing parking lot. This report will address <br />only the rezoning. The applicant will also need to receive site plan approval prior to <br />construction of the parking lot. <br />This review is based on the following plan submittals: <br />Site Location Map <br />III <br />Section Map <br />ANALYSIS <br />According to Section 2, Subdivision 1 of the City Code, the Planning Commission and <br />City Council shall weigh five factors when considering a rezoning request. These <br />factors and staff's findings for each are outlined below. <br />1. The proposed action has been considered in relation to the specific policies and <br />provisions of and has been found to be consistent with the City's official <br />Comprehensive Plan. <br />Finding: Rezoning this site from NB, Neighborhood Business District to GB, <br />General Business District is consistent with policies and provisions of the City's <br />Comprehensive Plan. However, these policies and provisions should also be <br />examined during the site plan review process. Examples of these policies <br />include: <br />a. The Proposed Land Use Map guides this area for commercial use. <br />b. Develop service and commercial centers as cohesive, highly interrelated <br />units with adequate off- street parking. <br />c. Blend commercial redevelopment which is of a similar size and scale with <br />existing businesses and which is supportable by available markets. <br />
