A <br />STAFF ORIGINATOR: Jeff Smyser <br />P & Z MEETING DATE: May 9, 2001 <br />TOPIC: Variance To Allow Accessory Building Closer To <br />Front Lot Line Than Principal Building <br />John Cartier, 2088 80th St. <br />BACKGROUND <br />Mr. Cartier has applied for a variance from the prohibition on building an accessory <br />building closer to the front lot line than the principal building. <br />This report is based on the drawing submitted 3/19/01 showing the proposed accessory <br />building location on a 6/14/91 certificate of survey by E. G. Rud & Sons, Inc. <br />ANALYSIS <br />The City's zoning ordinance states that "No detached accessory structure shall be closer <br />to the front lot line than the principal building or its attached garage (Section 3 Subd. <br />• 4.D.1.c.). Mr. Cartier wants to build an accessory building. <br />The existing house is toward the southwest corner of the property. The septic system is <br />to the southwest of the house. Considering the need for an alternate drainfield site, there <br />is little land left there for the accessory building. <br />Mr. Cartier states that land to the southeast of the house is lowland and unbuildable. The <br />aerial photo does show an area that appears to be a pocket pond, possibly wetland. The <br />area noted as "drainage" on the drawing corresponds to a type of soil with a seasonally <br />high water table, according to the county soil survey prepared by the Soil Conservation <br />Service. <br />It is possible that the accessory building could be built in the far southeast corner of the <br />site, but that would require driving through the wet area to reach it from the house. <br />Mr. Cartier wants to build a 40' x 60' or 40' x 70' accessory building. The site is <br />approximately 10 acres, so he could have a total of 4200 sq. ft. of accessory space, <br />including the attached garage. The garage is approximately 868 sf, which leaves3332 sf. <br />A 40' x 70' building would be 2800 sf. <br />• <br />
