• <br />STAFF ORGANIZATION: <br />P & Z MEETING DATE: <br />TOPIC: <br />BACKGROUND <br />AGENDA ITEM 51 <br />Cindy Sherman, NAC <br />May 1, 2001 <br />Lino Lakes Marketplace <br />PDO Preliminary Development Plan/ <br />Preliminary Plat/Site Plan <br />Staff has been working with Ryan Companies, US Inc. on a proposed retail <br />development located in the northeast quadrant of Lake Drive /I -35 W. Interchange. The <br />Planning and Zoning Board reviewed the concept plan for the site in December of 2000 <br />and opened the public hearing on February 13, 2001. <br />The main issues raised by staff, and discussed by the City Council and Planning and <br />Zoning Board at the concept stage related to the site layout and design and the <br />III <br />departure from the Town Center vision. <br />The direction provided through the concept process was to incorporate special <br />pedestrian- oriented design features, as well as some special architectural elements into <br />the proposal with the goal being an "above average shopping center ". <br />The submittal that was reviewed in February 2001 has been modified; this review is <br />based on plan submittals stamped received by the City on April 9, 2001. <br />Because there are many outstanding issues related to the site and it is anticipated that <br />revised plans will be submitted the degree of detail is limited in this report. <br />Preliminary Project Summary <br />Site Area <br />Target Superstore <br />Kohl's <br />Other Retail Space <br />Gas /bank /fast food <br />Parking <br />40.15 acres <br />182,760 sq. ft. <br />86,584 sq. ft. <br />21,600 sq. ft. <br />15,500 sq. ft. <br />1,747 stalls <br />• Existing Comprehensive Plan: Shopping Center <br />
