• <br />• <br />AGENDA ITEM 5 -E <br />STAFF ORIGINATOR: Alan Brixius (NAC) <br />P & Z MEETING DATE: June 13, 2001 <br />TOPIC: ISD 12 Rezoning Request — Birch Street <br />BACKGROUND <br />With the ISD 12 request to locate a new elementary school next to the Centennial Middle <br />School, the School District also hopes to sell its existing vacant property along Birch <br />Street. In this regard, the School District has requested that their 38.29 acre site be <br />rezoned from PSP, Public /Semi- Public District to R -1X, Single Family Executive <br />District. <br />Attached for your consideration: <br />Site Location <br />Site Survey <br />Wetland Delineation <br />ANALYSIS <br />Rezoning <br />School Locations: ISD 12, in evaluating its elementary school needs, determined that a <br />new facility adjoining the existing middle school will best serve its current and future <br />enrollment population. The Birch Street site is seen as a duplicate site for Rice Lake <br />Elementary School and Centerville Elementary School. <br />Existing Zoning: The 38.29 acre site is zoned PSP, Public /Semi- Public Zoning District. <br />This zoning district is limited in the range of uses that are allowed. To market the <br />property for sale, this range of use is very limiting and in some cases the uses may not be <br />conducive or compatible with the adjoining residential properties (i.e., clinics, nursing <br />homes, public buildings, hospitals). <br />Proposed Zoning: The applicant is proposing to rezone the property to R -1X, Single <br />Family Executive District. This is a low density urban residential district. <br />Rezoning Evaluation Criteria: In consideration of rezoning requests, the possible <br />adverse effects of the amendment should be considered. Generally speaking, the City <br />Council and Planning Commission's judgment of the rezoning should be based upon, but <br />not limited to, the following factors: <br />
