Planning & Zoning Board <br />June 13, 2001 <br />Page 12 <br />Mr. Smyser stated with the re- zoning request, they could not ensure a park in that area. <br />However, if a plan came in the future, the Park Board would compare the proposal to the existing <br />Park and Trail plan. He stated the Park Board made the recommendations as to where the parks <br />should be located, which then came to the Planning and Zoning Board and then went to the City <br />Council for consideration. <br />Gary Trettel stated his concern on the proposed plan was the sharing of facilities with the middle <br />school. He stated there were wetland mitigation issues, as well as elementary school children <br />sharing facilities with older children. Also, he would also like a park in the area. <br />Branden Curtis stated he was not opposed to the development, but his concern was a safety <br />factor. He stated the traffic on Birch Street needed to be addressed and slowed down. If a <br />school was proposed to be added, they had to look even more closely at the traffic issues. <br />Ken Wagner stated he had also paid a premium for his lot and stated he did not see the value of <br />selling the land at this time. He asked the School District wait on the sale of the land until they <br />knew what they needed in the future. <br />Mr. Christensen gave some of the advantages of sharing the facilities. He stated some of the <br />larger events that were too large for one facility could be held in the other facility without <br />inconveniencing anyone. <br />Mr. Lyden made a MOTION to close the public hearing on Items E and F at 8:46 p.m., and was <br />supported by Ms. Lane. Motion carried 4 -0. <br />Ms. Lane made a MOTION to deny rezoning from PSP to R -1X, and was supported by Mr. <br />Rafferty. Motion carried 4 -0. <br />F. PUBLIC HEARING, Centennial School District, New Elementary School <br />Site, Rezone, Minor Subdivision <br />Staff presented the application by explaining ISD 12 had a letter of intent to purchase 15+ acres <br />of industrial zoned land located at the northeast corner of the existing Centennial Middle School <br />site for the purpose of building a new elementary school. The site was currently zoned L -I, Light <br />Industrial and would require a change in zoning to PSP, Public /Semi - Public District to <br />accommodate the elementary school. <br />The School District had requested consideration of the following development applications to <br />facilitate a new elementary school at this location: <br />1. Rezoning from L -1, Limited Industrial Zoning District to PSP, Public /Semi - Public <br />Zoning District. <br />2. Subdivision to create a parcel to be conveyed to the School District. <br />Staff presented its analysis of the request stating upon investigation of the needed elementary <br />school, the School District had selected the proposed site next to the Centennial Middle School <br />for the following reasons: <br />
