A review of the plans, based <br />upon the issues and concerns that were raised in the June 7, 2001 report to the <br />Planning and Zoning Board, as well as the memo dated June 18, 2001, has been <br />completed. This memo is intended to review the revised plans with the earlier <br />comments as an outline and with the earlier reports attached for general background. <br />1. Completion of the EAW process. <br />Comment: This is underway but will not be completed prior to Planning and <br />Zoning Board review. The EAW comment period ends on July 11, 2001. Staff <br />will be addressing those comments and forwarding the EAW to the <br />Environmental Board for review on July 18, 2001. <br />2. Wetland fill and mitigation plans are approved by Rice Creek. <br />Comment: This is not complete. They are in the process of addressing <br />remaining issues related to wetland mitigation. An update on this process is <br />included on page 2 of the attached July 6, 2001 TKDA engineering review. <br />3. Revised layout of internal road system to address concerns expressed herein. <br />Comment: The overall internal circulation pattern has been improved. However, <br />the secondary access into the site, located between Apollo Drive and 77th Street, <br />and first intersection internal to the site is wide, off -set, and at an odd angle. <br />Based on the users identified, this will be a high traffic location. The entrance <br />and intersection should be redesigned to eliminate the offset and angle to <br />improve site circulation and reduce vehicle conflicts and confusion. <br />Additionally, we indicated a desire to reduce the number of drive aisle conflicts <br />within the access drives. The Kohl's parking has been modified so that each <br />drive aisle is forced out to the main drive. Staff is recommending that only two <br />
