He stated ground lighting would be included in the planting <br />beds, which would wash the face of the building. <br />Mr. Lyden noted the intent of this development was to create a sense of a special place <br />and he felt part of this image was the lighting. He was concerned that the Kohl's building <br />would appear out of place. <br />Mr. Wittrock stated the Kohl's building would use the pole mounted lights being used <br />throughout the development to blend with the rest of the development. <br />Mr. Rafferty questioned whether the roof line over the entries of the Kohl's store could <br />be raised to make the appearance of the entries more interesting. Mr. Kerwick stated he <br />would not be comfortable with this change. He stated the entries would be highlighted by <br />stepping out the stucco forms so there would not be a flat facade. He was concerned that <br />raising the roof line as proposed would dwarf the entryways and appear messy. The remaining concerns can generally be addressed through design <br />changes. Staff is recommending approval of the PDO and preliminary plat subject to the <br />following conditions: <br />1. No formal approval of the application shall be in effect until the EAW <br />process is complete. <br />2. No formal approval of the application shall be in effect until Rice Creek <br />Watershed District has completed their review and issued appropriate <br />permits for the development. <br />Mr. Grochala indicated the next City Council meeting will be held on July 23, 2001 but <br />the Rice Creek Watershed meeting will be held on July 25, 2001. He indicated the <br />development could be approved by the City Council conditioned on the recommendations <br />
