Recommendation from Environmental Board for Moratorium on New <br />Development <br />Ms. Grochala stated the Environmental Board requested, at its July 27, 2001 meeting, <br />that a recommendation to establish a moratorium (interim ordinance) on all residential <br />development and possibly all development for a period of one year be forwarded to the <br />Planning and Zoning Board. <br />Mr. Grochala stated in response to the recent approval of the Comprehensive Plan by the <br />City Council, the Environmental Board adopted a recommendation to allow time for the <br />development of official controls to implement the goals and policies of the plan. <br />Mr. Grochala stated staff was not recommending the adoption of such an ordinance at <br />this time. He felt while an interim ordinance is an effective tool granted to municipalities <br />for the purpose of protecting the planning process, the im• =,'cations of such an ordinance <br />needed to be fully identified. Mr. Brixious stated, proving the application for approval is <br />complete, the Metropolitan Council is allowed a 90 day review period prior to making a <br />decision. <br />Mr. Lyden made a MOTION to table consideration of the recommendation of the <br />Environmental Board to establish a moratorium (interim ordinance) on all residential <br />development and possibly all development for a period of one year to the August 2001 <br />Planning and Zoning Board meeting, and was supported by Mr. Zych.
