B & C <br />Memorandum <br />TO: Planning and Zoning Board <br />FROM: Michael Grochala, Community Development Director <br />DATE: August 3, 2001 <br />RE: Discussion Items — Environmental Board <br />The Environmental Board requested, at its July 27th, 2001 meeting, that the <br />following items be forwarded to the Planning and Zoning Board. They are as <br />follows: <br />A. Recommendation to establish a moratorium (interim ordinance) on all <br />residential development and possibly all development for a period of one <br />year: <br />In response to the recent approval of the Comprehensive Plan by the City <br />Council, the Environmental Board adopted the attached recommendation <br />to allow time for the development of official controls to implement the <br />goals and policies of the plan. <br />Staff is not recommending the adoption of such an ordinance at this time. <br />While an interim ordinance is an effective tool granted to municipalities for <br />the purpose of protecting the planning process, the implications of such an <br />ordinance need to be fully identified. An all- encompassing prohibition of <br />development, as proposed, could generate many unintended <br />consequences. <br />Several steps should be undertaken prior to consideration of an interim <br />ordinance, which include: <br />a. Metropolitan Council review and approval of the <br />Comprehensive Plan. <br />b. Identification of "official control" modifications and timeline <br />for development of such. <br />c. Inventory of existing /proposed development and available <br />MUSA. <br />d. Identification of the potential impact on Economic <br />Development activities. <br />
