Concrete product (precast wall panels) are stored parallel to the northerly buffer <br />yard to act as a sound buffer. <br />comment: Molin is requesting that this condition be deleted (see Molin letter). <br />Not all products stored in the northern area are wall panels. Molin typically <br />stores wall panels both laying flat and stacked. The berm is a better insulator <br />than the wall panels. Storing panels parallel to the berm will increase the <br />amount of time the equipment would need to move them. This could increase <br />the noise level for the neighbors. <br />Storage of product is not a reliable means of mitigating noise. Staff <br />recommends deleting this condition. <br />b. The outdoor storage yard is arranged such that truck backing maneuvers toward <br />residential properties are minimized. <br />comment: It may be difficult to ensure this can occur, depending on product <br />mix and volume. However, Molin has stated that they attempt to do this and <br />they have not requested the removal of this condition. <br />c. Molin equipment and trucks shall be outfitted with strobe lights to replace backup <br />beepers during nighttime hours (6:00 p.m. to 8:00 a.m.). <br />comment: The use of beepers versus strobe lights has been the topic of much <br />discussion. Molin recently received a letter from Minnesota OSHA stating <br />that training and strobe lights proposed to them by Molin is acceptable under <br />the law. <br />Staff is recommending that this condition remain in effect, and that it apply to <br />the entire site, not only the northern storage area. <br />12. Comments by other City Staff. <br />comment: A report on traffic implications from SEH suggests a condition of <br />approval to prevent truck parking on Lilac St., which was included as condition 7. <br />13.
