6 <br />• <br />AGENDA ITEM VI C <br />STAFF ORIGINATOR: Jeff Smyser <br />P & Z MEETING DATE: January 9, 2002 <br />TOPIC: Election of P & Z Representatives To The <br />Development Regulations Task Force <br />BACKGROUND <br />The new comprehensive plan establishes a number of new policies. In order to <br />implement the comprehensive plan, the City needs to amend its official controls. This <br />primarily means the subdivision ordinance and the zoning ordinance. In order to <br />complete these amendments efficiently, a task force is being assembled. <br />The task force will not be revising the comprehensive plan. The purpose of the task force <br />is to amend the ordinances to implement the comprehensive plan. <br />The task force will consist of two members each from the Planning & Zoning Board, the <br />Environmental Board, and the Economic Development Advisory Committee. City <br />Councilmember Jeff O'Donnell will chair the task force. The task force will meet once a <br />month. The task force will consider a new subdivision ordinance first, then the zoning <br />ordinance. There will be some overlap between the two ordinances, however. <br />We have arranged to have Government Training Service conduct a special workshop at <br />Lino Lakes City Hall. The workshop will cover the fundamentals of land use planning <br />and regulation. Task force members must attend this workshop. This is set for Saturday, <br />January 26, 2002. It will be an all -day workshop. <br />Staff and our consultant will distribute a draft section of the new ordinance at each <br />meeting. That draft will be the subject of discussion for the following meeting. This will <br />give the task force a month to review each ordinance section. The attached schedule lists <br />the meeting dates and topics. <br />When all pieces of the ordinance have been reviewed by the task force, we will bring the <br />entire ordinance to each board for discussion. The P & Z will hold a public hearing. <br />Then it will go to the City Council for a first and second reading. <br />RECOMMENDATION <br />Elect two P & Z members to serve on the Development Regulations Task Force. <br />
