Rd. J) <br />ACTION REQUIRED: 3/5 vote <br />BACKGROUND <br />The City has received an application for Site Plan Review and a Conditional Use Permit <br />for Russian Baptist Church. The proposed site is in the far southwestern corner of the <br />City, west of Baldwin Lake Road and north of Ash Street. The property, which is 4.6 <br />acres in size, is zoned Rural. Since churches are listed as a Conditional Use in a Rural <br />Zone, a Conditional Use Permit has also been applied for. <br />The Russian Baptist Church currently has approximately 180 members. The church is <br />now renting space in Spring Lake Park for their meetings and parish needs, and has <br />applied for a Site Plan Review and Conditional Use Permit in order to construct a church <br />of their own. <br />ANALYSIS <br />Land Use Compatibility <br />The following chart identifies the existing land use and zoning surrounding the proposed <br />site: <br />
